Some aspects of the implementation of the new economic policy in Penza region

Background. The article is devoted to the study of one of the key problems in the Russian history of the 20th century – the implementation of the new economic policy. This period is the time of the formation of a new society for Russia, which arose on the basis of the interaction of various socio-economic structures. The development of entrepreneurship in modern Russia and its relationship with the state makes it necessary to study the histori-cal experience of the NEP. Materials and methods. The implementation of research tasks was achieved through the use of documents extracted from the funds of the State Archives of the Penza Region. The methodological potential includes: the historical-comparative method or the method of comparative analysis, the application of which allows to identify the general and particular in the political practices and activities of entrepreneurs in the Penza province, the historical-genetic one, revealing the prerequisites and causes for the restoration and development of market institutions, as well as the conditions for effective synthesis and convergence of state control and private economic activity; a statistical me-thod, the significance of which is obvious for the analysis of quantitative data related to the implementation of the new economic policy. Results. On the basis of archival materials that were not previously introduced into scientific circulation, the key transformations in chan-ging the forms of organization of economic life and the attitude of the urban and rural population, the party-Soviet bureaucracy towards them are considered. The scientific novel-ty lies in the study of the practices of implementing the main measures of the NEP in the regional aspect. Conclusions. The cardinal nature of the reforms being carried out met with ambiguous assessment both among the peasantry and urban inhabitants, and among offi-cials of the party and state apparatus. This period was not distinguished by a holistic, thoughtful, systemic policy, although certain steps were taken towards the recognition of various forms of ownership.
